Environmental
Policy Analysis and
Management

The Center for Community Development and Design (CCDD) combines the perspectives and tools of a variety of professions and disciplines to study and develop solutions to a wide range of current environmental, social, and economic problems. We help public agencies, nonprofit organizations, businesses, special interest groups, and citizens. Our clients find that our interdisciplinary approach helps them solve complex problems and adapt to rapid change.

CCDD analyzes problems creatively from multiple perspectives. Our solutions are politically and legally supportable. CCDD expertise is described below.

Water Resources

    Water Supply Planning and Development

We help public entities and water suppliers project future needs for potable water, analyze existing and potential water sources and facilities, and evaluate alternatives for meeting future needs.

    Source Water and Wellhead Protection

Experience shows that the costs and difficulties a community will confront if its water supply becomes contaminated will be much greater than those it will incur if it takes a preventative approach. We help protect the quality of your water by delineating protection areas, inventorying potential sources of contamination, analyzing vulnerability, and developing management plans.

    Wastewater Management

We can develop regional wastewater management and facilities plans; analyze utility financial and administrative structures; assess the environmental carrying capacity for siting septics; and analyze institutional controls on the design, installation, and maintenance of on-site wastewater treatment systems.

    Management and Contingency Planning

CCDD can help communities develop an "action plan" of "who needs to do what, when" to reestablish a community’s capability to provide drinking water in the event of an emergency.

Technical Support Capabilities

CCDD will bring a team with a diverse range of expertise from its staff and our partners within the University of Colorado, other public institutions, and scientific and engineering firms. Capabilities include:

  • GIS, remote sensing, and aerial photography
  • Economic analysis
  • Information systems
  • Engineering

Environmental Protection & Management

    Land Use Planning

CCDD can help a community achieve long-term viability by balancing economic development and environmental protection within the carrying capacity of the land. We work with local officials and citizens by involving them in setting goals, shaping plans, and carrying out consensus action recommendations.

    Environmental Assessment

Growth from new and existing residences and businesses impacts the environment and community. CCDD can assess impacts and help a community realize the advantages of growth, while mitigating undesirable impacts. We can develop assessments to comply with requirements of the National Environmental Policy Act.

    Resource Assessment

CCDD can develop information about the natural and human assets of an area—the basis for plans and future actions. We can develop computer geographic information systems (GIS) for clients to use in their future planning efforts.

Natural and Technological Hazard Assessment and Mitigation Planning

CCDD can assess and communicate the risks to a community of floods, landslides, chemical spills, and other hazards. We can develop plans for minimizing vulnerability and speeding recovery.

Public Participation

In today’s political and legal climate, decision-makers need to obtain perspectives and resources from others to develop widespread support and solve problems.

    Participant Networking

Today’s problems are complex and often require the expertise, resources, and efforts of many partners to resolve them. CCDD can analyze an existing network of relationships among stakeholders and develop a plan for involving them in collaborative action.

Planning and Conducting Public Meetings, Training Workshops, and Conferences

Having a productive and enjoyable event requires much thought and time. Experienced CCDD staff can plan and conduct challenging events successfully.

    Outreach, Education, and Risk Communication

CCDD can develop and present information to inform and educate a variety of audiences, to provide a basis for problem solving or implement action recommendations.

    Conflict Management

Problem solving can be stalled because stakeholders are holding fixed positions. CCDD staff can help stakeholders resolve their differences using interest-based negotiation.
